Abstract: Although China is one of the most famous countries which can offer a variety of palatable food, it is feeling the pitch brought about by a recycling waste oil which comes as a headache for both policymakers and the general public. Such oil —— that is gutter oil —— known as a poisonous food material that has incurred indignation among many people. Most restaurants in China use gutter oil as a means of cost cutting because it can save considerable money compared to its counterparts——quality oil. This thesis aims to unveil the difference between the two by reviewing adequate sources about their production and show how such waste oil has endangered the trust people hold in catering industry and government regulation. There are several effective solutions to tackle this harmful oil in the hope of improving China’ s food reliability and the physical health of the rank-and-file.

Where gutter oil comes from ?

A heinous name has been given to gutter oil as “ dirty business ” to show public outrage against this recycling food material. As its name implies, this disgusting oil is often collected from wastes. The dirty source and process of this illegal oil contribute to a hazardous factor that is carried by such recycling nuisance —— PAH, a carcinogen that has been identified as a poisonous ingredient to human body. What is worse, however, is that law-breakers have produced new skills to conceal this matter from appearance. Animal and vegetable fat tucked away in gutter oil might undergo rancidity, oxidation and decomposition after contamination, and will generate poisonous matters such as arsenic. There are a host of symptoms this recycling waste oil tends to cause such as indigestion, insomnia, and liver disorder (Li, 2011), putting physical health under tremendous risk. 

As gutter oil has been spreading over a considerable number of tables in China, it is a subject for a number of researchers to study how it can be produced and what negative influence it can exert on people’ s health. It can lead to indigestion, diarrhea or bellyache. More seriously, it can generate cancers and damage physical functions, plaguing your health in a long run. To raise the public confidence in food safety, on October 13 2011, the National Center for Food Safety Risk Assessment was set up and took charge of a project that pooled together six experts’ efforts to explore and test the five potential detection methods of refining waste oil (Li, 2011). Their results proved gutter oil contained hazardous elements that exacted a heavy toll on health, as nutritionists warned that “such oil can damage the gastrointestinal tract if consumed occasionally, and trigger cancer after long-term consumption”. On top of that, the corrupt processors might collect it from the gutters and sewers behind cooking establishments, and then refine it and resold the finished “ product ” to restaurants in China, which is their most frequent way to extract oil that seems to be edible apparently from leftovers. In this connection, it can be inferred that it is difficult for most people to tell the refined waste oil from average oil that is qualified for food. 

To make extra profits, some restaurant owners venture into selling their leftover oil to those refiners of gutter oil. That is how this dirty business takes shape. On the other hand, those refiners can sell the finished “ product ” back to restaurant managers. Such being the case, the shameless business can contribute to mutual, enduring benefits between both sides, sustaining the evolvement and prevalence of gutter oil.

Difference between gutter oil and quality oil

Quality oil is what sustains people’ s health as a subsistence needs. Together with its role as a health guard, the cost of healthy oil is relatively high as many types of this legal, reliable food material are made from peanuts, olives and beans. What sets gutter oil from quality oil can be reviewed in three aspects:

1). Cost    

The most visible difference between gutter oil and quality oil is their costs. It is natural that a sheer volume of nasty managers employed in catering circle are in dire need for low cost through applying gutter oil in cuisines. The source of gutter oil is, more often than not, leftovers and sewers while those edible oil is made form relatively expensive beans or even olives. As China, crowned as the “ kingdom of cuisine ”, is the home to time-honored catering industry, this tertiary industry is teemed with fierce business competition. Some profit-driven managers may purchase gutter oil as food source at the cost of their conscience in order to save money and gain competitiveness. 

2). Influence on physical health   

As it is has been pointed out above, refined leftover oil can be tremendously detrimental to physical health by triggering a variety of diseases. If such substance is absorbed in the body in a long run, it can turn into a mortal hazard that brings about an overall disorder. 

On the contrary, quality oil serves as a subsistence need that human can not live without for the reason that it can offer fat, a paramount nutrient that is essential to health. In this sense, what gutter oil can provoke is poles apart from what quality oil can offer. 

      3). Application 

The two types of oil can be applied in different fields. Qualified oil is only can be put into use in catering industry or daily cooking, which a majority of people may agree with. Refined waste oil, though forbidden in meals, is not good for nothing: it can be applied in other sectors including bio-diesel industry. Feeding gutter oil into bio-diesel industry can save production costs and make make resources more efficient.

Unfortunately, gutter oil has infiltrated our life as a wave of restaurants have added it into cooking so as to reduce expenditure on materials. As such, it is arguable to say that the toxic oil applied in food has frightened a tidal wave of people away from restaurants and contributed to massive distrust in catering industry, which brings a fatal hit to this sector catering to subsistence needs when diminishes public trust in service industry. Looking at the influence caused by gutter oil, it is found to be destructive to social atmosphere, not just physical health. Threatened by this scary substance, people can lose confidence and trust in service industry at first, and that can encroach on people-to-people trust subsequently. As a matter of fact, that has played out in society as customers are becoming indifferent to service providers, and even saying bad words behind them. Therefore, the social atmosphere, once pure and warmhearted, tends to sink into distrust and disappointment, which is ruinous to civilization. 

As Roberts (2001) has put forward, the outbreak of foodborne illness used to be local and small for the reason that food was once grown and distributed on a local basis. Nevertheless, such phenomenon has gone with the time: Chinese gutter oil——of course, applied in food——can spread on a larger scale because what is produced in China now can be transmitted around the world. As such, gutter oil is likely to arouse global concerns——that would be an unpleasant scene to all people,  accompanied by China’ s expansive influence. Apart from that, as China boasts an incomparably enriched variety of cuisines, the prevalence of this recycling waste oil may taint this kingdom of cuisines with unfavorable prestige, threatening this country’ s soft strength.

Today, chances are that you will eat gutter oil once in every 10 times you eat out in China (Xinhua News Agency, 2011) ——it is so popular in these days! However, such waste is not unfavorable in all aspects: it can be applied for industrial use, not cooking. If recycling oil is used soundly, it can save this country considerable costs in other industries that are not related to food. As experts have confirmed that, gutter oil can be utilized efficiently and soundly in the near future, delivering well-being to people. If oil refiners are advisable, insightful to use recycling oil to specific industries, they may get a merit because they make extraordinary contribution to energy conservation. That is how gutter oil has to be guided and controlled in the days to come. 

Feasible solutions to address gutter oil 

1). Setting up folk regulatory institutions to eliminate waste oil trade 

What makes the presence thornier is that some Chinese restaurant owners even have signed long-term contract with recycling oil producers to sell leftover oil (Barboza, 2010). As they behave that way, those greedy owners can make a big fortune from such trading. That can explain in part why recycling waste oil is so hard to be wiped out from tables. Most of those covert deals are made between managers in catering industry and leftover oil collectors. Their dirty trade is invisible to regulators and considerably difficult to tackle. 

To cope with such challenge, only government organs are insufficient but a great many folk institutions must be established in a way to monitor under-the-table deals closely. A long list of folk regulators have to be set up —— for example, consumer monitor group, voluntary group to check and collect leftover oil. By doing so, the annoying business can be controlled effectively. Otherwise, such problem remains to be rooted out. 

2). Offering rewards for tip-offs 

In addition to folk organizations, the Chinese government needs to encourage the public to squeal on the illegal business. It can provide handsome rewards for those who report cases of selling and buying gutter oil. Paid tip-offs can serve as an inspirer for people to make covert deals exposed. 

Such reward needs to be spread over the whole country, from the grassroots to people at the top. If such step can be taken, black-hearted users can be punished effectively. 

3). Making policies to forbid restaurant owners selling leftover oil 

As we look into why such disgusting waste can prevail on tables, an evident factor emerges: deficient government regulation. Nestle (2010) has pointed out that food safety is a political issue. In this connection, Chinese government is accountable for such concerning problem that plagues the whole country. Dereliction of government regulators contributes in a direct way to massive suspicion on food materials. Toward that end, it is China’ s legitimate deficiencies that trigger the outbreak of gutter oil. Catering industry in China is in the dire need for perfect regulatory and controlling system. China must make relevant laws and policies to supervise how restaurants processes their leftovers and how they purchase oil as food material. 

4). Shutting down restaurants involved in gutter oil trade 

To articulate the government’ s resolve to crack down on gutter oil, those restaurants with bad records of using gutter oil must be shut down forcibly. If the local authority behaves that way, many other restaurants may lose the courage to risk using gutter oil. All is in the hope that law-breakers are hold punishable and that a sound catering atmosphere can take shape. 

Gutter oil has been arousing extensive concerns about food safety in China, a poisonous food material that has incurred indignation among many people. Such stuff can exert a negative influence on eaters’ health. Most Chinese restaurants use gutter oil as a means of cost cutting because it can save considerable money compared to its counterparts——quality oil. It can even exert unfavorable influence on the wider world. As such, it is imperative for China to take steps to control such problem and create a healthy environment for eaters to enjoy delicacies.
