According to the Corruption Perception Index (CPI) of 2015, China ranks only 83rd in the world with 37 scores out of 100 (Transparency International, 2016). In China, energy and electricity industry is highly dominated by the national and local government. As it mentions in the last essay, local authorities have restricted the integration of wind power to the national power grid, which has largely reduced the transformation rate of clean energy (eg. wind power) to electricity. The corruption has widely spread in the purchasing and construction of bids, as there are complex relations in the local government officials. A survey of State Electricity Regulatory Commission (SERC) shows that “local protectionism” shall be mainly responsible for the intervention, due to the mind-set of protecting departmental interests. It has released an investigation campaign on the corruption cases in the national energy sector of China, which reviews that between 2005 and 2007 there have been 121 commercial cases with a total of 44.1 million illicit funds (Xinhua News Agency, 2007). 

On the other hand, the former president Li Peng and his family are suspected to have great sway over the power industry as well as the related corruption issues, who used to be the minister of power in the end of last century. The family is charged to have huge influences on the five leading power companies who hold over half of the power output. In response, the national government leaded by the President Xi Jin Ping shows a strong desire to fight against the corruption resulted from vested interests and overlords in the energy industry. Although some argues that this is driven by the political incentive from Xi, to eliminate the stubborn forces from old politicians (Murayama, 2014). It is also because the (Chinese Communist Party) CPC requires an urgency energy demand to shift from conventional energy to clean energy. 

As China Daily (2015) says, “China will take steps to ensure that the share of clean energy in electricity production keeps on increasing”. And hence necessary procedures to eliminate corruption are imperatively carried. Today, encouraging results on anti-corruption have been witnessed with comprehensive legal reforms, dismissals of officials, increasing information transparency and tracking down corrupt officials via International network (Shanghai Daily, 2015; Zhang, 2016). Hornby (2014) points out the recent big event of such anti-corruption campaigns – the dismissal and arrest of Zhou Yong Kang, a powerful former energy chief worked for Li Peng. As Hornby claims, this provides a loud warning to the other power industry officials, who are possibly bribed. No doubt the powerful solutions to corruption in the power industry would provide the wind energy firm like SWP a clean soil to exert its wind strengths.
