Introduction

Freedom of Speech is the right to speak freely and listen to others' opinions according to one’s own wishes. It generally includes oral and written forms. Broad sense of freedom of speech also includes news, publishing, writing, painting and other freedoms. Freedom of speech is conceptualized as universal rights and applied to social events in unconflicted contexts at all ages (Helwig, 1995). Some people hold the idea that Freedom of Speech plays a very important role in ensuring citizens’ right to express their own thoughts and maintaining the stability of the society. While others claim that excessive Freedom of Speech may lead to a number of negative effects in many aspects.  

Generally speaking, citizens must be respected for their freedom of speech. Actually, Freedom of speech is the key to democracy, because the open discussion of candidates is a fundamental element of how voters will know how to vote during the campaign. By speech, people can influence government decisions, and the criticism that can make government officials step down is conductive to ensuring the government officials to be accountable for their actions. According to Hou, “Free speech is necessary as a means of enriching knowledge and attaining the truth, as a method of upholding and promoting democratic politics, as guaranteeing and assuring individual interests (Hou, 2000)”. No wonder the government and citizens attach great importance to Freedom of Speech.

However, people are required to adhere to proper Freedom of Speech when they are enjoying the advantages brought by Freedom of Speech. As we all know, every adult must be responsible for his own behaviors although he has the right of Freedom of Speech. Data show, excessive Freedom of Speech certainly will lead to a number of bad consequences. In fact, there are a significant number of events caused by excessive Freedom of Speech. For example, in 2011, Halperin, the famous American political commentator, mistakenly thought that the broadcast was 7 seconds delay in a morning show. Thus, he said, “I'd like to make an appraisal of the president's performance yesterday. I think he's a real prick". When Halperin found that his words were broadcast, he expressed the "absolutely sincere apologies” on TV. But television thought that Halperin’s speech was "completely inappropriate and unacceptable". In the end, Halperin was suspended indefinitely.

There is another example which can prove the harmfulness of excessive Freedom of Speech. On March 12, 2015, New York Times reported that a talk show host was dismissed because she said Michel Obama, America’ First Lady, was like an actor in the movie “Planet of the Apes.” Therefore, it has been argued that the government should impose some restrictions on Freedom of Speech in order to ensure proper Freedom of Speech. According to Lemley & Volokh, it is necessary to be against libel, obscenity, and other kinds of speech which may cause adverse effects (Lemley & Volokh, 1998). These groups of individuals believe that these restrictions imposed on Freedom of Speech are not conflict with or necessary for the protection of democracy.

Conclusion

As a matter of fact, no one can deny the fact that Freedom of Speech indeed plays a significantly important role in many aspects. Appropriate Freedom of Speech can bring us a large number of advantages in all aspects. Thus, it is necessary to protect and respect citizens’ right of Freedom of Speech. However, excessive Freedom of Speech certainly will cause a serious of consequences, which are not expected by each of us. Therefore, it is necessary for the government to release related policy in order to control the Freedom of Speech and better regulate citizens' words. Only by doing so, can the Freedom of Speech really play its negative role in the long term.
